Local trainings in Moldova

In October 2008 National Center for Child Abuse Prevention from Moldova organized two trainings in partnership with the Chisinau City Hall and the Municipal Directorate for Child's Rights Protection (MDCRP).
Target group of the trainings were members of Local Councils for Child's Rights Protection from Chisinau and its suburbs. The goal of training was to build their capacity in prevention and combating of violence against children (23 councils overall).

Selection of this target group for the training was determined by the fact that Local Councils for Child's Rights Protection created since 1998 as multidisciplinary bodies in the field of protection of the rights of the child have not benefited from trainings and have not carried out their activity in compliance with their duties. National policies on child's rights protection within the last years have focused on recovering Local Councils for Child's Rights Protection to ensure a multidisciplinary approach to cases of children in difficulty, including maltreated children at the level of each community.

The following issues were addressed during the trainings:

  • International, national and local policies on prevention and combating of violence against children. Roles and responsibilities of Local Child's Protection Councils in preventing and combating violence against children.
  • The Law on Prevention and Combating of Domestic Violence: questions and answers. Participation of Local Child's Protection Councils in the implementation of the Law on Prevention and Combating of Domestic Violence.
  • Systemic approach to the issue of violence against children. Planning of local (primary, secondary, tertiary) strategies on prevention of violence against children.
  • The multidisciplinary team in the settlement of cases of violence against children. Principles and strategies.
  • Efficient communication within the multidisciplinary team versus efficient settlement of cases
  • Development of organizational commitment in relation to the issue of child abuse and neglect.


The participants highly appreciated the knowledge they could gain during the trainings and declared that they would be more receptive and would intervene more rapidly and more insistently to ensure protection of children-victims of abuse, requesting support of all the stakeholders within the referral system for cases of violence against children.
